一、項目概況
　　杭州錢江經濟開發區位于浙江省杭州市北郊，西臨塘棲鎮，北靠京杭大運河，東臨杭州市臨平副城，南臨寧橋大道，規劃面積23.8平方公里，是2006年4月經國家發改委公告成立的浙江省省級開發區。為進一步落實杭州市委市政府的要求，以建設新城和高檔次開發區為目標，謀劃錢江開發區下一步的發展，對現有的規劃體系作出相應的調整優化和提升，將錢江經濟開發區打造成“國際化高新創業基地、新興主導產業品牌園區，和諧宜居生態新城”，為杭州打造“與世界名城相媲美的生活品質之城”作出應有貢獻。杭州錢江經濟開發區管理委員會特組織本次競賽。

　　二、競賽目的
　　通過本次概念（戰略）規劃國際競賽，明確杭州錢江經濟開發區發展思路和定位，為下一階段規劃建設實施提供技術支撐，并落實到法定規劃之中。

　　三、公告目的
　　征集參與杭州錢江經濟開發區概念（戰略）規劃方案編制的設計機構或設計聯合體。

　　四、參賽對象及要求
　　1、對象：國內甲級、國際一流具較高知名度、實力強的設計機構或設計聯合體參與競賽。最終以邀請函形式確定10或10家以上單位參與競賽。未入選單位恕不另行通知。
　　2、要求：凡有意參加競賽的設計機構或設計聯合體報名時必須填寫參賽確認函并提供下列相關資料：
　　⑴設計單位簡介
　　⑵資質證明（企業法人營業執照副本和資質證書復印件、法人代表證明書）
　　⑶設計單位承擔同類型規劃設計項目的業績、以往作品介紹
　　⑷要求參與本次活動設計負責人必須是在參賽單位主持過多項同類型規劃及城市設計項目的人員擔任，設計負責人須直接主持設計全過程，并提供設計負責人的個人履歷、專業資格證書復印件及作品簡介，聯系方法和常設辦公地址
　　⑸本次競賽官方語言為中文，為保持參賽境外單位機構項目組能對地域背景和相關要求的準確理解，項目組中應至少有一名通曉漢語的專業人士參加。
　　以上所要求的資格預審材料（須蓋章或簽字）應按公告所要求之時間、地址以書面形式送達或郵寄(以當地郵戳為準)、傳真至杭州錢江經濟開發區管理委員會（參賽確認函見附件）。

　　五、競賽內容
　　適合杭州錢江經濟開發區規劃建設，具備操作性的、針對性、創意性、創新思路的城市定位、發展戰略、運營方式等概念（戰略）規劃方案。

　　六、評獎
　　第一階段：
　　競賽主辦單位從報名參加競賽的單位中確定10家或10家以上單位進入第一階段設計競賽，將組織不少于7人的國內城市規劃等多方面專家組成評審小組，對參賽方案進行評審。從中評選出3~5個以上優勝獎單位進入第二階段。
　　第二階段：
　　獲得優勝獎的單位根據上級部門要求和專家評審意見進行深化設計。競賽主辦單位將組織不少于7人的國內城市規劃等方面專家組成評審小組對深化方案進行評審，并投票表決深化方案的推薦排序，送杭州市委、市政府確定最終中選方案，中選方案再進入最終設計。
　　參加第一階段競賽的單位完成提交設計成果，經專家評審符合競賽文件及任務書要求的方案可獲酬金20萬元人民幣；進入第二階段，依據要求進行深化完成設計的并經采用的中選單位設計方案可獲酬金150萬元人民幣；在中選方案基礎上進行深化設計，完成最終設計的方案經專家評審通過可再獲獎金150萬元人民幣。

　　Announcement
　　on the International Competition for Conceptual Masterminding of Hangzhou Qianjiang Economic Development Area, China
　　Project Overview
　　With a planned area of 23.8 square kilometers, Hangzhou Qianjiang Economic Development Area is located in the suburbs of Hangzhou city with Tangxi Town to the west, the Grand Canal to the north, Linping sub-city to the east, and Ningqiao Road to the south. It is approved to be provincial-level economic development zone by National Development & Reform Commission on April, 1996. In order to meet the request by Hangzhou Municipal Government for building Hangzhou Qianjiang Economic Development Area into a new town and high level economic development zone and make the next-stage development plan, the Management Committee Of Qianjiang Economic Development Area decides to organize this international competition to adjust, optimize and upgrade the existing conceptual masterminding with the purpose to build the Qiajiang Economic Development Area into “an international innovation base for high technology, a brand industrial park for new pillar industry and an ecological new town suitable for homonymous living”, contributing to the realization of the concept of “making Hangzhou into a city with high quality life, comparable to that of well-known city in the world”.

　　Competition Purpose
　　To define the development and positioning of the “Hangzhou Qianjiang Economic Development Area”and provide the technical support for next stage planning & construction in accordance with statutory planning.
　　Notification Purpose To select the designing institution or a union to take part in the mastermind planning of Hangzhou Qianjiang Economic Development Area.
　　Requirements for competitors:
　　Competitors: China’s first class designing institution or foreign well known designing institution ,or a union of them to participate. . Ten or above applicants will be recruited for this competition in form of invitation letter. The failures will not be notified in written form.
　　Requirements: The applicants should fill in the Competition Application Form and provide the following documents:
　　1) Brief introduction of Applicant
　　2) Qualification proofs (copy of business license of legal entity, qualification certification and copy of legal person certificate.)
　　3) Achievements or works of the same type of projects
　　4) The responsible person should be experienced and be personally in charge of same type of city designing & planning project. Information of the responsible person including the CV, qualification certificates, introduction of works, contact number, office address is requested.
　　5) The official language for this competition is Chinese. At least one professional understanding Chinese is requested in each competition group to make sure the correct comprehension of regional background and relevant requirements.
　　The above mentioned documents for pre-approval of qualifications (all need to be stamped or signed) should be in written form and delivered or mailed to the Management Committee of Hangzhou Qianjiang Economic Development Area according to the time and address as published. (The confirmation letter for participation is attached).
　　Competition contents:
　　To select the most operatable, creative and targeted conceptual masterminding plan that best fits the positioning, development strategy and operation of Hangzhou Qianjiang Economic Development Area. .
　　Award appraisal
　　First stage:
　　The appraisal group consisting of at least 7 city planning experts from China will select 10 or above applicants to enter the first stage for designing competition. 3 to 5 best work awards will be granted for the first stage. The winners are qualified for the second stage competition.
　　The second stage:
　　The awarded competitors shall make the in depth designing based on the comments and requests from experts and relevant government body. The appraisal group consisting of more than 7 city planning experts from China makes the evaluation and vote for the ranks of all works. These works will be submitted to Hangzhou Municipal Government for final decision. The chosen plan will go into the process of final designing.
　　RMB200,000 will be granted to the plans which passed the assessment of experts for meeting the requirements of competition for the first stage. RMB1,500,000 will be granted to the selected and adopted in-depth designing plans designed as requested for the second stage. RMB1, 500,000 will be granted to the plan which completes the final designing and passed the expert’s assessment.
